It seems like the best option is the Corsair Vengeance LPX 2x8 16GB DDR4 3200MHz CL16. Do you recommend I try to go with CL15? Do you recommend I would try going with 32GB instead of 16GB? Any help is much appreciated. Thanks!

my suggestion for the Ryzen 3 series is at least 3600Mhz. for ryzen 2 3200, and ryzen 1 3000. depending on your board XMP settings you might be able to go faster but 3600 seems to be the sweet spot for R3 series.
RAM is one of the cheapest upgrades you can do and I suggest getting as much as you can afford. I would go with the 32Gb kit.
as to the CL (Column access strobe Latency) you can only compare CL in the same speed. you cannot compare 3200 CL14 to 4400 CL21. CL is measured in clock cycles and the more cycles available the more the CL, its a law.
get the lowest CL in the Fastest speed you can afford in a matched kit.
if you get 3200, get the set with the lowest CL available in that speed that you can afford
if you get 3600, get the set with the lowest CL available in that speed that you can afford

3600 CL 16 and yes go ahead and get 32GB if you can afford it so you should never need to add more.

3200 is fine if you don't need the highest performance. You can always try to overclock. As the people above have said, Ryzen 3000 heavily relies on higher memory frequencies because of how the infinity fabric is designed, so if you have the extra spend, go for a 3600 kit. Additionally, cl15 isn't really that necessary, although if you can find a good deal on a cl14 kit then that would be different.

32 gigs of RAM is completely up to you. You won't experience any performance gain in doing so, but if you need extra RAM for say video editing, then go ahead and do it
